The purpose of the Foundation is the organization and provision of services entrusted by the Gijón City Council in the different areas of social welfare, financed by public means and those other resources that the Foundation itself may obtain for the benefit of the citizens of the council who wish to expand their participation in the social action both individually and collectively.

According to its status, to achieve its objectives, the Foundation primarily directs its action to the execution of plans and activities regarding:
a) Global study of the needs and social resources of the municipality.
b) Promotion of the dissemination and management of social services.
c) Planning and programming of the necessary services.
