During the Communication on Harnessing Talent in Europe's Regions, the commission introduced the 'Talent Booster Mechanism'. It is the first key initiative in 2023 to contribute to the European Year of Skills, whose aim is to give re-skilling and upskilling a new impetus.

By implementing this Mechanism, EU regions affected by the accelerated decline of their working-age population will be able to train, retain and attract the people, skills, and competencies needed to cope with the demographic transition.
